Structure first, finish second
Most floor failures start with the stringers or a leaking fitting. The deck comes up, the bilge gets inspected, and any compromised stringer or bulkhead is repaired before new decking goes down. Everything gets sealed so water cannot get back into the core.
Finishing options
New decks can be finished with nonskid gelcoat, paint, or marine flooring depending on how you use the boat. Hatches and fittings are re-bedded properly rather than screwed back into wet holes.

Florida heat, rain and saltwater are hard on deck core. Boats kept on a lift in Clearwater or trailered to the flats see this constantly, which is why proper sealing matters more here than almost anywhere.
